In November 1978, the New York Lotto was introduced in order to help bring in revenue for educational programs. Officials decided to add a Wednesday draw to the regular Saturday drawing in 1983. The first big winner of the Lottery was Lou Eisenberg, who won $5,000,000 in 1981; in that era, winners could not choose cash in the form of annuity payments.
